Let a taxi or tricycle or jeepney bring you to the Ceres Liner terminal.
In Cebu it is the South Terminal. And then do what Lary said......buy it in the bus. In Dumaguete they can't bring you to a wrong Ceres Liner Terminal.
You can however stop a bus going to your destination at any place you see the bus. The driver will stop (if not already full) and you step in.
They will soon come to you to buy a ticket once you are sitting inside.

A roundtrip Dumaguete - Cebu - Dumaguete or v.v. with Ceres liner is possible for a little more than 500 pesos.
A pedicab or easyride (Dumaguete) or a jeepney ride (Cebu) will cost around 10 pesos.
Taxi Airport Cebu to South bus terminal around 200 to 250 pesos.

no need to buy tickets anywhere when you want to take Ceres from Cebu or Dumaguete. Just go find the Ceres bus that says "Dumaguete," find a nice seat, and just wait for the "conductor" to give you the ticket when the bus starts to go. you don't have to pay immediately when you receive the bus ticket. You can give your fare when you're almost there, the "conductor" will go to you anyway to collect fare when you're almost there.

If you ride an aircon bus than the luggage is stored in luggage rooms under the seats.
Non aircon it can be on the roof.
Try to keep an eye on the place where your luggage is placed when the bus stops to unload passengers with luggage.
There is a small fee for luggage, but it is not always charged.

With schedules of public transportation in the Philippines you are never sure.
Now that Maayo shipping in Bato has increased the number of trips To tampi (VV) it is possible that there is a Ceres trip to Dumaguete every hour (less or more) so you hardly have to wait for the next trip in Cebu.
But you always can try to call them, you still have one week (maybe you will need that) tel. nr. is:(032)345-8650.
If this nr. don't give an answer you can try the Bacolod (main)office:(034)433-4993 / 434-2386 / 434-2387.
