One cheap place I know that I used a long time ago was the Boy Scout Building in Manila, it is like a YMCA dormitory type, plain and clean and cheap, I don't remember how much it was but as cheap as a cheap hotel only cleaner and safer because you would be inside the Boy Scout compound, many government professionals (teachers, etc.) from the provinces stay there, try contacting the Boy Scout of Manila and or the local Boy Scout office to inquire about this if you are intereted, but is is not in Pasay, it's in Manila near the City Hall.
Not sure if this contact info is current but give it a try:
Tel. Nos. (632) 527-51-04 (Public Relations); 527-83-17(Trunk Line)
    Fax No. (632) 528-05-77
    E-Mail: phiscout@skyinet.net

The Kabayan Hotel as you already know also have the dormitory type rooms, clean and safe and nearer to the Airport about 500 pesos per person per day.
You can probably find really cheaper ones but it wouldn't be as safe or as clean.

Not sure if its on the internet but see if you can find something on the Cleveland Hotel. Cheap and everything you might need is within walking distance and very close to the airport.

DG Grami Hotel, Parañaque City, Manila, Philippines

try this hotel DG GRAMI HOTEL. it's along sucat road. 15-20 minutes away from international airport.

or try EURO APARTELLE. free pick-up and drop off to all terminals. but this is located inside a gated community-- CONCORDE VILLAGE w/c there's no access for restaurants or fast food. but u can bring food inside. Concorde Village is just along mia road. 10 minutes terminal 1 & 2.

My cousin who has to stay for just 24hrs stayed here... it's like a big house, they converted into small apartelle. try calling them (02)851-4662.

In Ermita on M.H. Del Pilar St. you have the choice of 2 The Duck inn and The Southern Cross Hotel very affordable rooms Duck inn has a 24 hr bar and in room safes. There is also Hotel Sogo in Malate which has 3/6/12/24 hour rates a good place when you have a 12 hr layover

The Southern Cross Hotel in Ermita costs 1400 pesos/night in a double room.
The hotel is run by an Australian and has some advantages and some disadvantages.
The rooms are basic with private bathroom, cold en hot water, there is a TV (cable), a refrigerator and aircondition but the walls are made of plywood and it can be very noisy during nighttime.
There is a bar/restaurant and a 7-11 next door and a Wendy fastfood around the corner.

I would say of the two that duck inn would be better value at about the same price more or less
