They don't do patrol stops here. The only reason I could see them doing that is if they have a warrant out for a dangerous criminal/terrorist and they are looking for a specific type of car. Even then they are just likely to put up a checkpoint to try to nab the guy.

Connections only go so far. Eventually he will p*ss off the wrong person and his connections won't mean sh*t. Connected politicians are offed here all the time. Being a dick in this country can only lead to trouble.

Well his bike was impounded for not wearing a helmet. The invalod license was just a bonus for the police.

I don't think they will impound a bike for no helmet, but they certainly will for no valid license.

I think they can if they want to. If you have a license they confiscate it until you pay, if not they impound. Like any rules here, they can be bent based on circumstance; having white skin is a specific circumstance that generally doesn't get you any favors.

You must be retired because you won't get very far very fast being polite here. Have to be an *sshole in a car to get anywhere. But I agree with the other things you mentioned.

It's my understanding that only an immigration agent is authorized to check immigration status, i.e. to demand passport or ACR card. In any case, the ACR is not proof of current status. And it stands to reason, because an immigration agent is trained to recognize, for example, a forged visa stamp. I carry only my Ph. driver's license for identification.

You must be a tourist. I don't even own a pair of long pants. They pretty much leave me alone too, but then, I don't stop for them either.
