chromecast works anywhere... it just streams from your computer, phone etc to your tv... bought mine in the states and it works here no problem... Netflix is available here in the Phil so no need for VPN but will not get as much programming as a Netflix account in US... VPN does slow connection down but is also useful for banking and any other activity that you want to keep secure as it is encrypted from end to end...
