Did anyone really expect a mea culpa from that #*+@?

Yeah, a defamation case. I would think there was language in some cybercrime AR concerning doxing as well. Not saying anyone would lose such a case, just that you may incur hefty legal fees or some risk of being targeted extrajudicially for your opinions. His name is already well known on social media. Why place yourself in a situation where you may face such risks? It's not like you are in possession of some top secret classified information that is hard for anyone with the motivation to find. A simple Google search would reveal this guy's name, office location and most of his personal information.

I agreed with your post primarily because I think aliens here must not put themselves at risk in a country whose government is actually quite anti-foreigner and does not believe humans have rights (even to life) and where life can be extinguished for the cost of a month's house rental.

It is not a criticism of @Show Pony (I do not think you were criticising him anyway) as it is easy to understand how frustrated he feels and his pro-life stance just shows what a good person he is.

Also, after spending 400k on new knashers, keep going as long as you can.

i understand the feelings behind wanting the APOR to pay, but I put that in the past and want them to focus on stopping this outbreak. The Covid case that came here from San Carlos for treatment. Bacolod is receding as a threat, but there are four other municipalities that have flare ups in Occidental, including San Carlos. Did he pass through Guihulngan? Cebu is no longer a threat, but Occidental is. Degamo and the IATF can hopefully come to terms with APORs.

    I don't know.
You want them to stop this outbreak but you are not interested in punishing super spreaders who do not follow proper protocols.

Is this hypocrisy? Expecting changes of behavior without consequences?

If there are no consequences how do you expect them to stop this outbreak?

If you've followed discussions here, it looks like he did follow proper protocols. As he left the airport in Sibulan, he had fulfilled all of the provincial requirements. The crux of any question depends on what is considered an "entering" and "in the city" for Dumaguete City. That question is for the fiscal and the courts. What my statement plainly means, is that is spilled milk, maybe that's clearer- put the focus on stopping the spread and future spreads. Also, please be more civil and do not call me a hypocrite, that is over the line with me. Capiche?

Legality and morality are two very different things. He is probably legally in the right. I'm am almost certain the definition of "entering" (as opposed to traveling through) and his actual residence would be used as a defense in court. The rules state that you must coordinate with your LGU. Dumaguete was not his LGU, therefore their rules may not have applied to him. (And rightfully so. Should every LSI or OFW need to get permission from all LGUs between them and their hometown? Imagine someone from Basay trying to get permission from every LGU between Sibulan and home. A ridiculous and completely unnecessary ask.) This is why you need competent legislators, words matter and you can't half @ss policy leaving things up for interpretation.

Where I think he (or she) may have gone beyond any existing local exemptions for APORs would be that massage he (or she) received. In no way could that be considered a part of his (or her ) official duties. If I were looking to nail someone for breaking rules that is the thing I would be focusing on.

I didn't want to belabor my point but he did go into the Regional Trials Court in Dumaguete which subsequently was closed for two days to be disinfected. I don't recall if the Capitol Building was also closed for two days as a result of him going there as well.

Yes. I believe his earlier reply was completely out of order and failed to recognise the total disregard of his actions and unfortunately clearly shows he has a complete disregard for the safety of his fellow human beings.,
