    The bar should look at the trip to Manila. It is said to have been official business, a meeting with a senator. Was it necessary for the APOR in question, and the other members of his party? Was transportation paid with public funds? What persons and places were their contacts? Under "lifestyle audit" guidelines, have a look at bank card charges while in Metro Manila.

    An attorney going to court could definitely be considered official duties. How the LGU's quarantine exemption policy are honored between different LGUs is something that would need to be hashed out in court since this is completely uncharted legal territory. Everyone keeps showing that one document saying everyone needs to be quarantined entering Dumaguete but I have a feeling that there may be additional policy that isn't being posted or shared.

    I think the main point of all this is his complete lack of common sense when it is common knowledge that movement such as he undertook is dangerous with the risk of infection and spread of that infection. He should have known better him supposedly being an educated man.

    No, the point of the thread was "consequences for APOR 191". That is something a court should decide after taking in all existing policy and evidence for consideration and after allowing for the man to build a defense for himself. Definitely not something that should be decided in the court of public opinion...especially when it is so common for the public to shoot first and ask questions later.

    I'm talking about the realm of common sense of the person and his choice to do something that was not warranted. Why do you have to rely on some official to decree what to do in a situation like this when common sense should dictate that you wear a mask, keep away from people as best you can, dont go round touching everything on sight to name a few. Obviously to blind Freddy that is what this bloke should have done as most of us have done. You defending him in the manner that you are and leaving everything to the authorities who are trying their best I believe, leaves me to wonder just how much common sense you have. We have a right to complain about about his senseless actions and to expect the Authorities to do something about what he did without people dreaming up reasons why that is so difficult.

    Suggesting he have his day in court and be allowed to defend himself...such a horrible thing to suggest. Absolutely no common sense in that statement. Could you imagine a world where people are allowed to defend themselves before being thrown in prison?

    Have you spoke to him personally? Do you know his motives and reasoning for his travel? Do you know for a fact that he lacks common sense and/or is some horrible person with evil intent? Do you know the purpose of his travel both to Manila and within the province? Do you know if any of these visits required some level of urgency? I sure don't know these things so I can't really say for certain if what he did lacks common sense, if he broke any rules or if his travel was justified. You are the one dreaming up all these things here.

    I'm not defending him, I'm just pointing out that we don't have all the facts and calling for anything to be done to him before they are made available is wrong and not how our society works. What many are suggesting be done is legally, morally and ethically corrupt.

    The province needs to adjust the rules for returning APORs. I'll leave that up to them. When I look at legal aspects, I divorce myself from my emotions. Arguing common sense does nothing legally. I read him as not understanding much about the disease. He can defend himself if he goes to court. I've got a feeling we won't see that, but as Rye mentions the massage is a problem. I've just accepted there may be no consequences to him as he appears to be connected.
    So my mind is more on can the spread be stopped, and what is up with the fellow from San Carlos. Guihulngan reported more cases. Why did this fellow make the trip to SUMC? Did he test positive in San Carlos and thought medical care was better here? Did he ride a bus here? I realize this is off topic, but does anyone know anything?

    #NewsBite: Here's the latest breakdown of the active COVID-19 cases in Negros Oriental as of today, October 31, 2020.
    The province recorded 24 new cases today, bringing the total number of active cases to 123.
    Guihulngan City now has the most number of active cases at 39, followed by Bayawan City with 29, Zamboanguita with 15, and Dumaguete City at 11.
    Tayasan town also has eight active cases, Santa Catalina has six, and La Libertad has five.
    Bais City and Siaton town have two active cases each, while Bacong, Dauin, Sibulan, and Ayungon have one each.
    A COVID-19 patient from San Carlos City, Negros Occidental is also admitted at the Silliman University Medical Center (SUMC).
    Meanwhile, a COVID-positive soldier of the Philippine Army's 302nd Infantry Brigade is also being quarantined at the brigade's headquarters in Camp Leon Kilat, Tanjay City.

    You can't be serious. Who are you to suggest where people get medical care? It is 100% none of your d@mn business where a person gets medical care, especially in a country where those expenses come out of an individual's own pocket. That is basically saying the patient doesn't have a right to decide if they live or die. Disgusting.
