Sorry, but that's absurd. At the Davao (not negros) airport yesterday, a plane from Quanzhou was allowed to land and disembark all its 50 Chinese tourists, who were "screened with appropriate equipment at quarantine and allowed out of the airport into the city". Oh god, I feel soooo safe.
