Here is an apartment in Valencia for rent (10k PHP per month) with free water and Wifi. And there is a swimming pool. Because it is in Valencia your consumation on electrical energy will be lower as well.

As long you stay single, it is doable.
On the visa side there is an SRRV Human Touch for such case like the topic starter. Ask the PRA if you can still qualify for it even if being too young for the requirement. For the rental better to stay at PHP 8000 and below. If you have spare money (more than US$ 50k) on the side you, can consider to buy a condo in Dumaguete.
One question about the disability you have: Are you required to have a hospital near you? If not you can check also the smaller cities like Tanjay City or Bais City or the municipalities around Dumaguete (ex Bacong, Valencia) for cheaper rentals. If you are sitting in a wheelchair you will have to expect some issues entering building or getting around in the Philippines.
Do you have enough money for the occasional visa run and for the visa extensions costs? US$ 860 per month will qualify for a SRRV Classic but you must be older than 35 and must have also US$ 50k on the side, which you can then use for a condo.-
