    The students are learning a lesson that they will find useful for the rest of their lives here in the Philippines, and a liability if they go to any other country. The lesson is: no one follows the laws and regulations here. If you want something you just take it, whether it is your job, or a place further up in the front of the line of people. Stubborn aggression is met with many rewards here, so just take what every you want. This is not the only incidence of this happening, it goes almost all the way up to the Office of President here.
    I cringe every-time I hear a Filipino say they modeled their government after the USA.... the written laws maybe, the implementation procedures never!
