I found two apartments on islandsproperties.com that were under 10k. One in Valencia and the other in Cebu. They are out there. There were many more in the 10-12k range (which I feel is a fair price if it's a nice place and in a good area). If you pay local prices, in the 2-5k range you should expect to live like a local. Dirt/painted concrete floors, no maintenance, furnished would be a 13in TV, furniture we would probably be too ashamed to put on the patio and maybe a foam mattress on the floor.

Expect a minimum of 7-10k for anything resembling western standards.
