    The lesson learned is that the leadership has to wait for a series of events that they can then react to.

    If the leadership acts in advance of the problem then the population accuses the leadership of exerting excessive control.

    I think the first case in Valencia was from a different APOR returning from Cebu. As for the event, did the mayor not have a say in that being approved? You can't expect people to self govern, it is extremely rare that happens with positive results. You can't really blame the people for that, the local government should have known better than to allow such an event. Perhaps they thought the "thoughts and prayers" would save them during this religious event.

    As for this "lockdown": I doubt it will matter much to the average person. Just do what you need to do between 6 am to 6 pm. Sucks for the vendors and BBQ stalls at the park but I suspect they will find a way to sell their goods for these next two weeks.

    #NewsBite: Here's the latest breakdown of active COVID-19 cases in Negros Oriental as of today, December 1, 2020.
    Negros Oriental reported 27 new cases and 33 new recoveries Tuesday, bringing the total number of active cases to 111.
    Dumaguete City still has the most number of active COVID-19 infections with 45, followed by Bayawan City with 15.
    Valencia, which will be under lockdown from December 2 to 15, has nine active cases, the third biggest number in the province.
    From 23 last week, Santa Catalina now only has eight active cases, followed by Tanjay City with six, and Guihulngan City and La Libertad with five each.
    Zamboanguita town has four active cases, Amlan has three, while Sibulan, Bacong, Bais City, and Mabinay have two active cases each.
    San Jose, Ayungon, and Basay towns have one active case each.

    There was a picture on Face Book. The event looked very well attended as in crowded.
    Maybe if the crowd had observed social distancing there would not be this pre-emptive lockdown.

    It is their own fault. Some credit is due to Covid Patient 191 (possibly).

    BREAKING (updated 3:34 p.m.): Mayor Edgar Teves has issued an executive order placing the entire Valencia town under a two-week lockdown from December 2 to 15, 2020 due to the rising COVID-19 cases there.
    Under the lockdown, the following policies will be implemented:
    1. Non-Valencia residents will not be allowed entry into the town except for essential travel. In line with this, checkpoints will be reactivated around the town, and entering non-residents will be given a pass upon admission and are to return them to checkpoints upon exit.
    2. The Sibaan and Paunay Market will be closed, as well as other resorts, tourist spots, ambulant vendors, and barangay assemblies.
    3. Drinking of alcoholic beverages in public places is prohibited.
    4. The Valencia Public Market and business establishments within the town will be open only from 6 a.m. to 6 p.m.
    5. All offices of the Valencia municipal government will be working under a skeletal force system.

    City Health Officer Dr. Maria Sarah B. Talla reports 12 new COVID-19 cases today, many of them are members of the same families of previous confirmed cases.
    Lately, it has been observed that the transmission of the virus is mostly among family members in households who share the same dining utensils, sleeping quarters and bathrooms.
    In her report, Dr. Talla provided the profiles of the 12 new COVID-19 cases:

    3. The 58-year-old wife of NEGOR-COV 568

    Households with confirmed COVID cases are placed on lockdown and relief food packs are provided by the City Government and the barangays
    For now, people from outside Dumaguete City are discouraged from coming to the city unless extremely necessary or related to seeking urgent medical care.

    Extract from a recent article NIH ...... “We have now proven that, in some people, pre-existing T cell memory against common cold coronaviruses can cross-recognize SARS-CoV-2, down to the exact molecular structures,” Weiskopf says. “This could help explain why some people show milder symptoms of disease while others get severely sick.”

    “It still remains to be addressed whether this immune memory reactivity influences clinical outcomes and translates into some degrees of protection from more severe disease,” adds Sette. “Having a strong T cell response, or a better T cell response may give you the opportunity to mount a much quicker and stronger response.”

    Notably, these findings contrast with those from antibodies, which haven’t shown significant cross-reactivity between common cold coronaviruses and SARS-CoV-2. More research is needed to determine whether immune cell cross-reactivity contributes to the wide range of symptoms seen with COVID-19.

    WHO recommends against the use of remdesivir in COVID-19 patients

    WHO has issued a conditional recommendation against the use of remdesivir in hospitalized patients, regardless of disease severity, as there is currently no evidence that remdesivir improves survival and other outcomes in these patients.

    This recommendation, released on 20 November, is part of a living guideline on clinical care for COVID-19. It was developed by an international guideline development group, which includes 28 clinical care experts, 4 patient-partners and one ethicist.

    * A conditional recommendation is issued when the evidence around the benefits and risks of an intervention are less certain. In this case, there is a conditional recommendation against the use of remdesivir. This means that there isn’t enough evidence to support its use.
