It looks like Covid accounts for 10% of total deaths when averaged across all ages. The older ages have a significantly higher infection rate and morbidity rate. It's around 10% for older people to <1% for younger people.

If I had a shortage of vaccine I would use it on the front-liners (medical, police, army), the ill and/or obese, the working elderly (start 70+ and work down).
The non-working elderly would have to protect themselves and the young (excluding the ill as they are accounted for above) would be left to get natural immunity via exposure (and in so doing they would help build a total 60% or more herd immunity).-

I would read that as the plan is to vaccinate 60% of the population to achieve the threshold for herd immunity.

From CNN Philippines: The Philippine government has set a price range for RT-PCR (real-time reverse transcription polymerase chain reaction) tests for COVID-19 in the country following complaints of exorbitant rates charged on clients.
Health Secretary Francisco Duque III on Wednesday said the range for these tests in private hospitals and laboratories is set from ₱4,500 to ₱5,000. Public facilities are only allowed to charge ₱3,800 for a swab test."
"Duque said private facilities are allowed to charge cheaper than the set floor price but they cannot exceed ₱5,000 — even for rush test results."

The map has been updated to Nov 22. In spite of new cases it looks like something is going right here, at least the trend appears positive to me. The rapid antigen tests do help, and the lab is up and running. I'm optimistic again.
