My advice is to find the middle to upper class locals to mingle with. They have a bit larger of a world view than some of the poorer Filipino. Nothing against the poor, many are great people, they just don't know how to socialize with foreigners. To many of them, we truly are "alien". Their world is a much different one than ours. In my experience it's not them "stonewalling" you, they are nervous and just have no clue what to talk to you about.
