I'll go a step further, what if that unopened bottle was on his visor, and while he was driving it fell on his head, causing the truck to swerve into the wrong lane and collide with the multicab? I will usually try to give people the benefit of the doubt, but in this case I think the doubt is rather lacking, and greatly outweighed by needless loss of life. Larry
This accident was not the first bad one I have seen there either, I think back in may a multicab was heading north and a flatbed cement truck heading south,not sure what happened but the multicab was in a real mess! Also I'm not sure about weight limits here but the four wheeler truck was well loaded with cement and probably overloaded,how often do the owners check the breaks and how often have we seen large trucks parked with rocks behind their wheels? Maintenance is a big issue here also! There are not many week that go by that I do t see an accident between dauin and Duma, usually motorcycles. I had one pull out a while ago from petron at bacong, he came straight out into the centre of the road without even a glance, when I passed him I made sure he knew I was pissed I try and avoid this stretch of road like the plague at night as around 30% of vehicles have no lights, and of they do its usually high beam only but they seem to forget the rear light is as important as the headlight, they just don't look or care! I have seen motorcycles being stopped at checkpoints by the law at night without lights and nothing is ever said or done about it, so what exactly is the job of the police?
just a couple of days ago a 20 foot or so flat bed laden with cement was turning into an alley in babajuba, it appears that it broke a tie rod end as the wheels were facing different directions, this truck blocked the road from late afternoon until midday next day, imagine if it had broke on the national hwy way that it was driving on just minutes before? could have been worse than the one in Dauin
That Davy, would take a Thread of it's own, to explain, one the other hand not much would be written, as they don't seem to be responsible for much I see even the Smokeing and the Helmet issues are now just more laws to be forgotten, until Christmas time:p
Sagarbarria pledges aid to victims of road crash BY JUDY F. PARTLOW Dumaguete City Mayor Manuel Sagarbarria yesterday pledged assistance in cash and in kind to the families of those killed and injured in a road accident at the national highway in Dauin town, Negros Oriental at around 10 a.m. Wednesday. He said this will include hospitalization, burial and other expenses of the victims, and he has sent representatives to meet with them and their families. Sagarbarria said he was saddened by the accident, but the collision was an accident. Sagarbarria owns the cargo truck that rammed a passenger multi-cab at kilometer 15 of the national highway in Dauin town. Multi-cab driver Palconirie Deleña and his two passengers, Efren Irad and Fermin Tuble, all of Dauin, died, and Michael Linard Alde of District II, Heroyuki Balneg Kishi of Masaplod Norte, and Josephine Willard Solamillo of Magsaysay, also of Dauin; Leonida Lagaylay of Martilo, La Libertad; and Donnavill Balansag, and Limesito Picore were injured and admitted to the Holy Child Hospital and the Silliman University Medical Center in Dumaguete City. Picore is the assistant of truck driver, Arsenio Tumangob Tolomia, who has been charged for reckless imprudence resulting to homicide and serious physical injuries. Tolomia, who was believed to be under the influence of liquor at the time, sustained minor injuries. He is now detained at the lock-up cell of the Dauin Police. Sagarbarria said he will not interfere with the police investigation, and the full force of the law should be applied.*JFP VDS I would like to know how many millions the Mayor is paying to all the victims and all the suffering family members? Did the driver have a valid drivers license? Was the vehicle fully insured against accidents and human lives lost? Was the car properly registered with LTO? Was the truck safety tested and approved to traffic the highways? Did the owner of the car make sure that his drivers were all qualified drivers?

I hope the Mayor is looking at the victims and their families as human beings and not good cows. The Mayor own businesses and can easily step up to the plate and help the victims and their families and that would say more about the Gentle People in Dumaguete, rather than talking about a silly 25,000 million extension of the boardwalk on the Boulevard to bring more tourists in to major air and noise pollution. We already know that human lives are nothing worth in Philippines and the same goes for most animals. If we can not love a dog or a cat, how can we ever really love other human beings. It is mind bugling and it shows evidence of that Philippines is 75 years behind the Western World, and I hope that the young growing generation knows that and will do something about it. If not, they will be up for the biggest surprise ever in their lives. I hope they take pictures of Dumaguete today and compare them with the look of the City let's say year 2040, to see the development and beautification of Dumaguete, and a pollution free Boulevard built for pedestrians only with a lot of greeneries and flowers, and with people walking around feeling proud of their city's allover beauty. Most of all the crimes in the city must be stopped or at least reduced, and hopefully we will have more qualified investigators and police, to make sure that all crimes are being solved and the criminals are behind bars. Am I just dreaming about a beautiful city with gentle people? Homicide, Rape, Shooting, Stabbing, Drugs, Stealing, Child Abuse, and general disrespect for other human beings, plus many, many unsolved crimes. DUMAGUETE, CITY OF GENTLE PEOPLE, is no longer.
Sounds like any government employee, sit on your @ss, do nothing, collect your paycheck and later a decent pension.
