Well, dog fight has become an tradition in Asia and particularly South Asia. Not sure about Europe. If you are taking specifically about some event and championship, I don't think so that there is some opportunity. But its it held on local level in each state.

Bull fighting in Spain is protected and sponsored by government, not forbidden by EU. Maybe also has ISO 9001 certification and enviromentally ecological like US Army?

Among the states where possession of fighting dogs is illegal, it’s a felony in all of them except for New York, Texas, West Virginia and Wyoming. It’s actually legal to be a spectator at a dogfighting event in two states, but it’s a felony in 22 others and a misdemeanor in the remaining 26.
