    I didn't even know drivers licenses were issued in the Philippines. I thought one could just simply "drive".

    agree.....I don't like someone 'napping' in the passing lane holding up traffic either. On the other side of the coin, I've been tailgated while cruising over speed limit in the middle lane of a 3 lane hwy a few times....they where too lazy to pass me on the left.....wanted me to move......without an opening on the right. That pisses me off.
