    LTO: No more drug tests

    Land and Transportation Office-Bacolod City head Renato Novero said yesterday that they will no longer require drivers applying for and renewing their licenses to undergo mandatory drug testing effective Friday.

    Novero said LTO Assistant Secretary Virginia Torres has issued a memorandum junking the mandatory drug test in line with Republic Act 10586, or the Anti-Drug and Drunk Driving law.

    The new law signed by President Benigno Aquino III last month states that drug testing will only be for those who are under the influence (DUI) as determined by law enforcement authorities, based on certain manifestations, like overspeeding, weaving, lane straddling, swerving, and others.

    Novero said those applying and renewing their licenses only need to pay the application/renewal and medical fees and will save the P300 for the drug test fee.

    While it is no longer mandatory, however, Novero said that any driver caught driving under the influence of drugs or liquor can no longer be issued drivers licenses even if she or he can present a certification from the doctor that he or she is no longer alcohol or drug dependent.*APN

    Then what was the purpose of writing the 2nd/3rd/4th offense penalties into the law? I think this guy has been misquoted or misinformed.

    It beats me. All I can say is DO NOT DRINK AND DRIVE! It seems to me that one DUI, and you are out forever.

    I just got my driver's License renewed at the office behind Robinson's; Php 300 for the three minute medical exam and Php 480 for the driver's license. I was out of there in 45 minutes but have to go back tomorrow afternoon to pick up the new license.

    I just read this in the Daily Star. It looks like we are being overcharged for the medical exam for Driver's License renewal and somebody at LTO might just be pocketing some of the profits:




    "A medical doctor has called Negros Oriental Gov. Roel Degamo to check on the alleged violations of the Land Transportation Office District Office and the Drivers’ License Renewal Center at Robinsons Dumaguete.

    In a letter dated July 15, Dr. Noel de Jesus told Degamo that these include favoring a particular clinic over another in the issuance of medical certificates to drivers, adding financial burdens to applicants for a driver’s license, failure to inform the public and the physicians on revised procedures, and limiting the validity of a medical certificate issued by an LTO-accredited physician.

    De Jesus also sought an explanation on why the fee for the medical certificate issued at DLRC rose to P300 from P100, including a service fee of P150 and encoding fee of P50. He said he believes the increase was not sanctioned by the LTO Manila.

    De Jesus, a member of the Technical Working Group of the LTO national office, said he did not know why the LTO and the DLRC refused to honor the medical certificates he issued to drivers.

    Motorist Arnel Alberto said he was told by the DLRC that it is not honoring the certificate issued by De Jesus because they have their own doctor to do it."

    I am just now in the process to have my registration renewed, I was(just for fun!!!)sitting for 90 minutes watching the three guys at the Smoke Test Center doing their stunt, it's obvious that their testing equipment is not working at all and that there is not measured anything...
    But you can get a free ice tea... cost's only 350Php...
    Corruption and cheating the public seems to be a National Sport and the victims are helpless as the DTI will not go after this crooks...

    Look at the scandal going on again in Manila with the "Pork Barrel" again BIG in the news...

    There is also another smoke test centre just a bit down the road,I used this place the first time and all the machines did work, I even had a copy of the emissions in detail. Ofcourse the place was nearly empty! It was the so e price.

    There are things more funny also:
    A neighbour, a kid of 22 years old died on the road, 2 months ago. killed by a Jeepney. It was not his faut, he was a hard working guy, helping his family, no alcohol.
    The insurance pay 20.000 pesos for his life, less the price of a cow.
    His own mother was hurted by a motor few years ago, she is diesable. She had and have still nothing for this, no money, no pension.
    When will the governement will ask the drivers to have insurance and a good insurance????
    Why they dont do it?
    I choose the Philippines because there are ,between others reasons, less rules than in our country here.
    This not freedom, it is the respect of the others and their lives, and the responsability of what you do to others that I am speaking about here.
