Duterte declares martial law in mindano

President Rodrigo Duterte is planning to allow civilians to arm themselves under martial law if the situation in Marawi City goes “out of hand.”

In a speech upon arrival from Russia, Duterte said: “If the things goes out of hand, actually there is a severe fighting, I will allow the Mindanaoans, Moros, and Christians alike, if you are in a possession of a gun licensed by government and in order to give you security and protect your family, you can bring it out.”

“Just show your ID or your license, specially your license. I said, pagka nagpatayan pati civilian, I will allow the civilians to carry their guns outside of their residence,” he added.

Duterte cut short his visit to Russia President Vladimir Putin to return to the Philippines and oversee the imposition of martial law in Mindanao following the Maute group’s siege on Marawi City.

“Anyone holding a gun. I will issue the necessary orders in providing for the civilians to carry their guns, but not now,” said Duterte.

I see three possible scenarios at work with regards to Duterte, ISIS and martial law.

1. The terrorists in Mindanao are home grown, run by Filipino Muslims and fly the ISIS flag to scare the crap out of people, but don't answer to ISIS. In this case, Duterte is dealing with a regional situation where he wants to stop the terrorism. Mindanao has a long history of violence of this type. This is the best case scenario for the people of the Philippines.

2. Red flag scenario where Duterte blames the reported "ISIS" attacks to declare permanent martial law and all that comes with that. This would be bad, but most of the Philippines would be preserved.

3. Evidence suggests ISIS is the terrorist arm of the CIA (MOSSAD and others) created to start a civil war in Syria and remove Assad so a pipeline from Qatar to Europe can be built to compete with the Russian oil. The Russian are supporting Assad to keep oil revenues up. Syria was secular and modern place before the civil war.
In this case, the CIA does not like Duterte because he has more in common with Trump and Putin who are declared enemies of the CIA. The timing of the attack is while Duterte is in Russia asking for help against ISIS, perhaps he would not play ball with the CIA. If the CIA is planning the same fate for the Philippines as Syria it will be horrifying. There is strategic, mineral and oil value that we know of, are there other reasons why the Philippines would be targeted?

Hope for the best, prepare for the worst.
