If any US president showed up wearing a uniform in that manner they would be ridiculed for the rest of their presidency by a large portion of the military. (Of course not to their face as nobody wants to go to jail.) Every soldier would be wondering wtf was wrong with the president wearing the uniform like a complete "sh*t bag" (exactly what anyone in the military would be deemed if caught wearing the uniform like that). Look at how the Royal family in the UK wears their uniforms when they serve. They set an example. This is what leaders do.
The military is all about honor, talking pride in your country and your uniform, training to be ready for combat and traditions. Wearing the uniform like that is a huge smack in the face to everything the military stands for. He should have just not worn the uniform at all. His presence in the combat zone, which he didn't make it to, would have been more than enough.
He knows how to properly wear the uniform. There is no legitimate excuse for that sloppy appearance. If it is optional and you can't wear it right don't wear it at all.

This appears to be how to properly wear the uniform. (I'm not sure on the Philippines regs on rolling the sleeves and the 5 star rank but this looks completely respectable to me.)

He's wearing it as a show of allegiance to his troops. I'm sure it would go down well with the local guys and a welcome moral boost and that's all that matters.

I can see the benefits of a morale boost by having the commander in chief get close enough to give a speech to the troops but if he is not directing the show or picking up a weapon then he has no other business being there. Arrogance. He wants people to think he is immortal.-
