I can confirm that - got my ECC in Cebu yesterday and all I paid were PHP 500 Express lane fee. Been there at 8am, paid at 8:50, came back at 3pm to pick up passport and exit clearance. All in all a painless experience.

I stayed at the Tokoyo Inn which is conveniently located in the same building as J-Center mall (makes appearing at the BOI at 8am sharp less painful). 2k for a nice room including a so-so buffet breakfast. Clean room, comfortable Bed, quiet split-type aircon, fast WiFi, free parking in the mall underground parking. All in all good value for money.

So I wonder if you elect to leave your passport there for a week will you still need to pay the express fee?

When you stay a couple of days pior your departure in Cebu city this is also an option. But in fact no need to do so, @the airport it's only a matter of a few meters to go from one counter @the Immigration officer to the counter @the cashier. Less than 5 minutes and ready. Most important of all, no matter how you do manage, to have the ECC without any hassle or problems.

Nope, not true. SRRV never requires a BI exit clearance (EC). However, SRRV waiver of payment of travel tax expires if more than 12 months have passed since leaving the country. This is a nice side benefit of SRRV; EC clearance requires a visit to BI or BI desk at the airport. A good rule of thumb is that SRRV holders never have to interface with BI. PRA does that for you where required.

Right, the 6 months applies to holders of the ACR and ACR-I card. Such holders are hopelessly married to the BI system and all of its inconveniences. SRRV includes a similar “SRRV card” and it’s holders do not require ECC. That is outside the scope of ECC and ACR-I (13a etc.). Also, SRRV holders do not require reentry documents, so you can smile as, after you arrive, you breeze through the diplomatic line at airport immigration. It may be that your SRRV bank deposit is considered collateral for whatever problems an exit clearance might discover. Just my guess.

Entered the Philippines a few weeks ago...this time will use my exit ticket....will not go past the 6 months. It was refreshing to visit another country for a few days.
It wasn’t pleasant to travel to Cebu..for an exit clearance back to Dumaguete...a flight to Manila...over night..in Manila...to Malaysia...back to Manila...Dumaguete...and the traffic...

It used to be pleasant to return to Dumaguete.
