thanks for those links wry, yes will need some charging at home, I only go to town 3 times a week from Liptong so charging in the day is not a problem here, yes they are expensive here in the phils, the add on olx I was looking at was ones made in Vietnam, but the add has gone now, I contacted him and he sent a brochure of the different models and tech info but no price list or if they are in the phils or stil in vietnam, the one I saw in Dumaguete did not have a solar panel. any way just research at the moment

I have found no law stating that it is illegal to drive on the road.

You could ask around in Sibulan. Here many electric tricycles (4 seater) are in use. So the owner/driver will certainly inform you where it is on sale.
There is a place that has electric bikes/scooter for sale on Santa Catalina in downtown Dumaguete. It is near the computer store, on the opposite side of the street. That is in the vicinity of Pasta King (same side as Pasta King), a small shop so just walk the block and you should be able to find it. I saw it, did not stop in, seemed that had the single seater type on display in front of store.
Yes have been to that shop but as you said it is only the single seat motor cycle types for sale but do not have enough power to get up the moutain to Valencia, the one in the link above is a 5 seater enclosed for wet weather also and a tricycle and only about US 800 comes with also a CD player and speakers a spare tyre and luggage compartment
I see the *Max speed* at 30kph. That is likely when only a driver on a flat surface as well. The capacity weight is also 180kg in urban traffic which is about 3 filipino's or 2 foreigners, or one super sized foreigner with skinny gf. I'd be thinking under load the max speed would drop at least 5kph and if going uphill another 5+ lost. The max gradeability as well is 20 degrees. Travel distance at 35-50km as well on a charge is also likely based on flat good surfaces with the odd minor hills. Given the roads here and more hills I wouldn't be surprised if your getting 20-25km. I'm no expert by any degree though but I'd really be thinking there may be issues. This is probably why so many of the electric motor's here also come with foot pedals! As far as registration issue the issue that I hope they fixed is the smoke test! I remember maybe 3-4 years ago renewing the registration on my motor and the person in front of me was doing the smoke test for his electric motorcycle. I asked him WTF and he said he explained to LTO who seemed utterly clueless and said if he didn't have a smoke test done he wouldn't get his registration. At the smoke test center these guys just stuck the rod tester thingy (not technical term) on the tire not finding the exhaust pipe at all and a big smile for the camera! I assume the guy after that had no problems with LTO registration after receiving his smoke test for his smoke less vehicle after that unless Manila questioned how someone could have a reading of zero!
I really like the look and price of that toy! But as the previous poster said Sure seems like power, speed, and weight capacity would be issues, but on the bright side, it may slip through the cracks at LTO due to its limited speed
