How to handle a failed emissions test in the Philippines:

Smoke tester: "Sorry sir, your vehicle failed the smoke test."
You: "Oh no! How do I fix this, kind sir?" :shamefullyembarrased:
Smoke tester: "For P1,000 our 'mechanic' can fix the problem for you."
You: Pay P1k. :greedy: (Don't try to negotiate, it's 20 bucks FFS.....consider it a fee for not maintaining your f'in vehicle. :shifty:)
*Smoke test mechanic continues his nap and never fixes anything.*
    -----10 minutes later-----
Smoke tester: "Ok sir, your vehicle is good now. You can pick up your registration next week." :cautious:

Turns out all you needed was a little "grease" to fix that smoke problem.

I used the one in banilad a couple of weeks ago, very efficient and papers all came back in a white envelope with my name on it,and they only charge p100 for the service of going all the way to lto.
And far less stressful as far closer to me.

It is pretty funny. I have seen trucks that have tons of black smoke coming out that probably haven't had an oil change in a decade. Trucks that probably do NOT pass the guidelines yet they are passed no problem.

I have also heard of a case here in Dumaguete while I'm not sure if it was true that an electric motor a few years ago was required by LTO to still get an emissions test done and explaining that it didn't have exhaust as was an electric scooter didn't seem to make a difference. I can just imagine being at the smoke test place while they try and figure out where to shove the stick in and ending up taking a picture with the stick shoved in their own read end smiling all the way.

What are you talking about? Of course the oil gets changed.....if it leaks a liter of oil a day and they keep adding oil (and they must be since it is still smoking) then they are changing the oil out every week or two.

The Philippine Clean Air Act (RA 8749) was written in 1999. Anyone who buys an electric vehicle in the Philippines is just asking for a headache from the LTO. I imagine a person would get the reply, "but it's the rules sir" when trying to explain there are no emissions and an emissions test was not even possible. You had also better hope that nobody actually reads the emissions results at the LTO because they would likely assume something was wrong and deny your registration.
