So filipinos will join as well? Ok. If that's what you decided on so be it. I wouldn't qualify financially for any support. What, other than being able to attend meetings and giving up 500 a month, would I gain from joining such a group?

Will the permanent board members have a salary?

Since you will be allowing locals to join and possibly become board members I would have more serious concerns about how finances were handled (I don't mean to be offensive here but greed and corruption, especially when foreigners can be taken advantage of, are rampant here). Finances would need to be completely transparent. Money kept in an account that needed approval from several members to be pulled out. Also, since this is a charity or insurance of sorts do you have the proper business/charity/private club paperwork/permits from the government?

I was told just now by a friend who was at the meeting that non expats have to be voted in by the acting committee and can not hold a position of office within the group.

I would want more info as to what would actually qualify one financially for assistance before commiting 500php/mo into something I may not be able to avail of in a time of need. Does that mean there would be a requirement of a financial statement provided by all members in order to establish qualification? Something that could be done by the group is to purchase a prepaid funeral plan, to be available on a first needs basis. If and when it is used, a new one could be implemented. This could be made available to any member in good standing....regardless of income. Medical expenses is tricky...what if 5 qualifying members had urgent needs in the same month? That could get tricky.......I know an expat here who recently got bitten by a dog and it cost 30,000 php for treatment. That would be a hardship on many of us with our fixed, limited incomes!! Another idea would be to form a community of a barter system....some have electrical experience, some know computers, plumbing, medical....a network could be established of expats willing to offer services to one another. Even animal sitting services!!! Just some idea and suggestions....I think it is a super proposition and could be a wonderful support system. Good luck!!

    I also have questions

I also have serious questions as to the liability of a group as a whole in case of a lawsuit. Since we have "written bylaws" and we have voted as a group on them, does that make all of us liable in a lawsuit?

What if a Filipino is turned down for financial assistance for some reason and decides to sue the organization for discrimination or for whatever reason. Who is going to bear the cost of the suit.? Will all members be held libel?

I am thinking in the real world here where things are not equal.

Does any lawyer have any idea on this. If so, what should be done about this issue?

"Its more fun in the Philippines" !
