I was told last month at BI Dumaguete that the rules had changed once again and that ECC's are no longer issued at the airport for tourists who have been in the Philippines >6 months <12 months. For what it's worth, but I decided not to risk it and go to Mandaue. Those who need an ECC are advised (by the BI) to apply for one at least 2 weeks before departure. I went to BI Mandaue last week to get my clearance, walked in around 12:15 and waited until close to 5 pm to get the ECC and be on my way. So the comparison with the previous post in this thread learns that yes you can probably get your ECC in one day, but the processing time very much depends on (mood/number of applicants/number of agents walking in with an armful of passports who all seem to be having priority).
Yeah, a guy sitting at Mactan airport did a youtube video on that. He said the same as you but then went on to say he asked the BI at the Mactan airport and they told him that was BS and he could have got it right there in 5 minutes so long as he was here less than a year and had his ACR card.
