    I know it seems a bit extreme but perhaps people could take responsibility for their own actions. The Philippines is a libertarian's dream, unfortunately, with that comes a higher level of personal accountability. People need to accept that if they don't care about themselves there isn't going to be anyone around to do it for them. It is a bit unrealistic to think that bars are going to change their business models any time soon.

    If a person is over the legal limit it is ALWAYS their fault.....no matter how safe they were driving, no matter what the circumstance. It doesn't matter if a meteor fell out of the sky, caused the intoxicated person to lock up the brakes and then got rear ended. Every country has their own laws on what they consider intoxicated but I can assure you that this gentleman would have been at least 3 times higher than the most generous BAC limits that exist.
    There are a whole lot of foreigners in Dumaguete. The chances aren't nearly as low as hitting the lottery. It's even more likely to hit a foreigner during non-rush hour times (since most of us don't have jobs and that is when the accident happened). As drunk as this guy was I highly doubt any conversations or stops took place in the 5km between the bar.
    Again, drunk driver is always to blame in a road accident. He should not have been on the road. I could understand the blame being withheld if the guy only had a couple drinks but the guy had trouble just standing up and could barely speak. There is no possible way this accident was the fault of anyone but the drunk driver. It's one thing to be a bit tipsy, it's a completely different to be so drunk that you are talking to imaginary people at the bar. I would have never tried to get his keys if he was just a bit "tipsy", it has to be a "wtf, you are going to kill yourself" type of drunk for me to say anything to anyone.
