You cannot construct a house on agricultural land to live in (until), you get the land use converted from agricultural to residential before any construction. Yes...the land can be cut and divided and any portion of which than sold as an owner chooses.
Having said that this is a super easy process! Someone at the local LGU will direct such Agricultural land owner to the correct office and one or 2 persons with-in a few short days will come out, look at the land and calculate than how the Tin# will now reflect an additional Tax for said home build (charged upon completion of build) that now opens the door to seek a building permit which is not necessarily required to build on all farm land here but more often is so.
All my builds so far at the farm including the solid storage needed no permit.
It is without question the way many should go or should have gone! I know over a dozen folk now that have solid Homes on there Farms From Bais to Siaton. Some farmland in Negros Oriental is super cheap as in 75 Peso a sq-m. Of coarse that low price puts one in the Booney's far away from most amenities and safety become more of an issue.
That's why I mentioned a home build at my farm. Someone can really have a superb place surrounded by friendly Neighbors and avoid getting sucked into the beach front prices that are clearly out the roof for most.

Farmland is Approx-7600 sq-m and consists of a locked gated front, multiple fenced off sections for multiple purpose. Currently have many Pens and or shelters for Turkey, Goat, Chicken and Ducks.
