Check with Cebu Pacific. When in the same situation in October they refused, but that's before I read the Air Passengers Bil of Rights.
What I did was to tell them to rebook med on Cebu Pacific, who had seats on Sunday (PAL wanted to put me on a PAL flight on Wednesday, but I had a connecting flight in Manila to Amsterdam and was scheduled to fly back to the Philippines on Friday, so flying out on Wednesday would barely get me to Amsterdam in time to get on my flight back again). They refused. But, I then just told them as they couldn't fly me on the flight I was scheduled, I wanted a full refund. Which they gave me. I walked straight to Cebu Pacific and bought a new ticket. Same result as if they had rebooked me, so I don't really see why they refuse.

And, don't forget, that a checked in bag, not on your flight, gives you 2000p per 24 hour period it is delayed (it's a delay fee, so no receipts needed). And, they have to deliver it to your doorstep.

My daughter had a similar problem with the last storm at the beginning of October. No electronic/radar equip to allow landings through the clouds. The restaurant across from airport that works on motorcycles, owner has better weather/information systems than the airport had. It took about 4 days, and 10 continuous hours of effort to get the new tickets and her on a flight. It also cost her over 20,000 P extra.

Lesson: Do not plan to get out of Dumaguete by plane in a timely manner to connect with Manila if there are any storms present. Flying out of Cebu by taking a bus to Cebu, staying over night, may be a better alternative.

Too bad we do not have an international airport here so it would eliminate the NAIA as being the worst in that Category in the world.
