You are right in getting a good chuckle, he was talking about the report though, never said he would actually improve the system, just fine tune the report: "Dicen said, As the main author of the Comprehensive Traffic Adjustment Scheme in Dumaguete, Dicen said he believes it needs fine-tuning to adjust to present conditions of the road to ease up traffic" The road concepts here must have been develop when horses were popular, for the roads are very narrow and many need an all terran vehicle type suspension set up to be driven over. It will be interesting to see the effect of the increasing car population will have on the undersized roads here in Dumaguete. Most roads have no off-street parking, and with only one car parked on the shoulder, traffic slows to a crawl here. Thank God no one cares about time here, as they were be more traffic rage murders here than drug murders if that were the case. I can avoid the drug culture and the murdering ways within that culture but the driving-transportation culture I can not avoid very well.
