Please cite the expat shootings in the Dumaguete area that were solved and who was arrested in 2019. The UK Travel Warning citing Dumaguete was valid when the 4 expats were shot. Two were shot on the same day in March 2019.

Cite the ones you think were not solved. Why do you want to limit it to just 2019? Any murders this year are likely still under investigation. Murder investigations don't get wrapped up in 30 minutes or less like on tv. What kind of logic is this? What does this have to do with shootings/murders being solved or not? Did I disagree with the travel warning? Did anyone else disagree with the travel warning? Was the travel warning even brought up prior to your post? Were these shootings your examples of unsolved shootings? Two shootings from 2 months ago should have already had a investigation competed, arrests and convictions made? Don't be daft. That's a ridiculous expectation even in the most developed of countries. Most shot/murdered? If I had to guess I would say Manila or Angeles. That doesn't really matter though does it? The per capita rate is what matters right? On top of that you also have to consider what activities the expats were taking part in as well. What percentage of those shot we're drunk at a bar starting sh*t? Messing about with seedy women/criminals. What percentage were property "owners", business "owners", dealing drugs? How many were cheating on their wives? Just like everywhere else in the world, there are certain activities that greatly increase your odds of getting shot/murdered. Not saying murder is justified in any of these instances, that the person deserved it or that people aren't victims of random acts of violence or crimes of opportunity...just that it is a reality of life and that your question is not well thought out.
You claimed the “cases are usually solved and arrests are made”, that is not what you claimed after the Austrian was shot. 4 expats have been shot in the Dumaguete area since 29 March 2019 and the shooters have not been arrested.
I see the main difference is in the reporting. Foreigners thirst for more information, they are use to receiving information overload. Reporters and journalists abound in their country and are not afraid to actively go out their way to seek information from family, witnesses or police to fill their columns.
The local police should up their game. There had been a lot of crimes that remain unsolved. We need quick action from authorities to stop these horrible crimes happening in this community.
