Recycling glass is a rather marginal activity financially.
Using recycled (broken) glass saves about 25% in the energy required to produce new glass, because recycled glass melts sooner than the (very cheap) raw materials. Part of that gain is lost because of the need to clean the recycled glass though.
However, if the cost of collection/storage/transport of the recycled glass exceeds the remaining savings in energy for the production process of new glass then the only way there's going to be a recycling effort would be through political decision making. In our case here in Negros Oriental, with the nearest glass factory (afaik) over in Mandaue, we will most likely depend on local government action.
I would not reasonably expect such action for another couple of decades though.
