You can find jobs online through "head hunter" websites (don't let the name scare you  It's just what we call recruiters). I did a Google search and came up with several results for agricultural positions. I didn't go through what qualifications they are looking for with each job but you can have a look for yourself.

Agriculture employment and recruitment :: Best Jobs Philippines
Sciences Jobs - Agriculture Jobs in Philippines - Job Vacancy @ Job Search JobStreet.com Philippines
Others / Agriculture / Forestry / Fishing Jobs in Philippines - jobsDB Philippines (Page 1)

These are just a few examples of jobs you can find online.

Don't be put off by jobs that say they require a certain amount of education/experience. Key to finding an job online is to send your resume to as many employers as possible. You need to flood the job market with your resume/CV. Many times employers do not put all their jobs online (they get charged per position they post online), they might see your resume and see that you would do well in one of those jobs not posted and contact you about it.

It would also be wise for you (or your brother) to create an account on job searching websites and fill out a complete profile and upload your CV to them. (Most of the reputable job-searching websites it is completely free to join and upload a CV.) I am one who got a job just by uploading my resume/CV to a website, the employer found me.

Searching for jobs is very different than it was just 10 years ago. You will be turned down for jobs, don't let it get you down.

Hope this helped out a bit.

Note: I will say that it is your brother that should be looking for the job himself. Most employers will not be impressed that he is not motivated enough to go out searching for jobs on his own (I do understand you wanting to help your brother though). I have made the mistake of trying to find friends jobs, only to have my name dragged through the mud when they did not follow through with the interview I had set up for them.

Vea, this is an agricultural area so there should be job opportunities in the area. Like JP said they are not many farmers/agricultural people on the site , but we do know people that do farming here. I know a fellow into growing lettuce commercially using hydroponic, and other know other farmers.
I would suggest you give us a little more information on your brothers training, so that if we talk with someone here, we have more resource information. on the site. Networking, as you are doing is a very good way to find a job.
"It is not what you know as much as who you know" is a lesson I learned a early in life. That is why I do not know much anymore.
