Usually urban areas have more strict rules on the helmets. Provincial areas don't have the ability to enforce those rules....and many of the people couldnt afford a helmet or pay the tickets if enforced.

Standard of driving better in Cebu? I have seen scooters driving on the sidewalks, medians, between cars clipping mirrors, d*mn near fist fighting to get in front of the line at a redlight. Cebu is much more urban than Duma so the retarded driving is just a different type of retarded driving. I think the helmet enforcement in Cebu and other areas only embolden the idiots with an even larger false sense of immortality.

Two nights ago I witnessed a fatal head-on car vs. scooter collision in Naga (just south of Cebu) where the homicidal driver in the car, with no headlight, went to pass 8 cars at over 100kph. Needless to say the girl on the scooter (wearing a helmet) had no chance at survival.

On a side note: if you do decide to get a helmet don't go cheap. Spend 3000-5000 pesos on a proper helmet. Just wasting your money on those cheaper ones.
