It is a very sad statistic indeed, but it's also not really new.
New cases worldwide have been on a downward path for at least the last 25 years, with the Philippines as a notable exception. New cases here have been on the rise all that time.
I would say it is a little late for the DOH to call for an emergency declaration now.
