    They’re getting it illegally. They are taking it from people who are the intended beneficiaries, but weren’t able to be a part of the census at that time. They are gaming the system. The conditions of who can avail of the 4Ps are clearly stipulated, and if they don’t have kids, then they shouldn’t be getting anything.
