Many times.
The first tricycle in line will not take less than 150 because he has been waiting to get to the front of the line of trikes and will not give up his position for less than that.
Further on down the line, if you start walking, someone will offer to do it for 100. He does not want to wait to get to the front of the line.
At the back of the line you will find someone who just arrived and will take a quick 50 pesos if you walk, with your luggage towards the exit.
If you get out to the street with no luggage you can get a trike for 10 pesos a head but if you have luggage and want a private ride he will still charge you 50.
Moral is, be prepared to haul your luggage 200 yards or so until someone offers to do it for 50.

I asked if he was going near Neva's Pizza. He had one other passenger and said "sure" so I hopped in. When we got there, I figured it would be 10 from Robinsons to downtown and another 10 from downtown to Neva's Pizza. So I was going to give him 20. Then I saw that it was already after dark and I had read that fares are double at night so I pulled out 2 20's and gave them to him.
His reply: "No sir, you have given too much. 20 pesos is enough thank you." And he returned one of the 20s. Goes to show how one trike driver is so much different than another.-

Similar thing i did when coming back from cebu,once i got to sibulan port i needed to get back to bacong,so as usual the price gougers were at the port looking for victims.
They asked where and i said bacong,they will be p500,or p450 was the best so just walked on and anotjer guy turned up and said p250 to bacong,no problem,thought that was ok from sibulan!-

The guy on the street says "THAT is great - in theory - but is Not how it works in the REAL world." In the real world the vendor next door sees he is getting higher prices, so raises his price.... dominoes fall, prices rise, time passes, the cycle repeats, and locals can't afford their own town anymore. Has happened and continues to happen in thousands of towns.
All because of that one greedy vendor... Wait, the vendor is 'patient 1', the actual 'patient 0' is the well meaning foreigner who said "it's my money I will do what I want", "prices are so low I pay extra anyway", "they are so poor I just want to help"... and 100 other well meaning and true reasons. It is called Doing the Wrong thing for the Right reason.
All of which ends up making you a 'cheap skate' for actually paying the correct amount for a particular service (as in the OP).-

First time I visit Dumaguete, more than 6 years ago, I took a trike from pier to hotel, 500 peso. I lost my temper, told him he was an idiot, racist and more bad words.\,paid 300 peso. Today I laugh at it, not that complicated to take a trike, City are 10 peso, out of city like Lee Plaza to Bacong, i ask 100 peso, they always say yes, I tip 20-50 peso. Always decide what you will pay, and ask if that okay, easy. I look at driver and trikes condition to, no shabu head or shaky trike to me, lol

ld the driver, he was a piece of sh*t, idiot, racist and and use a lot of bad words, lol. I pay 300 peso in the end, today I learned to navigate and control my temper to. I walk 100 meter from pier now and pay normal rate. Life is to short to argue with trike drivers. I meet a good guy and ask hes phone number-

Get in, tell the driver where you want to go (if he asked how much get out and find another driver), when you arrive pay what you owe, which you should now know, and give a little tip (5-10 pesos) on top of the regular fare if he didn't drive like a crazy person and if you feel like it. If they yell something nasty at your just smile, wave and keep walking, you probably won't see him again anyways (because he will remember your kuripot long nose and probably not stop next time he sees you lol).
While using this silent method I have actually given a driver a 20 peso bill (for a 10 peso ride) and waited for my change with my hand held out (still without saying a word), which he gave with no protest or hesitation. I've also had some not want to give me change...so that depends on the driver a bit I suppose. I prefer to just call those drivers kuripot, forget the P10 and get out.
Note: these fares only apply within Dumaguete city limits.-

Dumaguete City Council okays pedicab fare cut
Good luck finding the city ordinances that says what they can charge for every kilometer online. Last I recall it was P6.50 (or either P8.50 or P9.50) for the first kilometer and P0.50 for every kilometer afterwards. The driver will likely be furious if you pay the legal rate....but you can always politely inform him you would be more than happy to go to the police station to assist him with filing a report on you.-
