    I asked a friend who works in tourism office today where they get the figures from and this is the answer he gave!


    we have required all AEs (Accomodation Establishments) to fill up a form by the DOT/JICA wherein the name, country of origin, sex, and age are stated. Accomodation Establishments include hotels, resorts, pension houses and even homestay residencies. Every month they are consolidated and sent to our office and then to Tourism Central Visayas Office in Cebu.

    We were requested to do that. I explained to them how impossible it was to know this data from our guests as they are not required to give them to us, and we can't verify them if they do. They said we should check passports. But, it's not a requirement to possess a passport to checkin at a resort.
    They seem to assume that all checkin in are tourists, which they aren't. And if e.g. a Russian who speaks no word of any Filipino dialect checks in, and can barely handle English claim to be a Filipino citizen, how can we prove they are not, if it's not a requirement to have a passport if you are.
    To enforce such a law would mean we would have to deny *all* visitors without passport access, which means we will be forced to discriminate local citizens...

    Pretty common here. Why accept a filipino when you can just wait for a foreigner and charge double or get double the business? Many local businesses here do that.

    Well, we don't, and we charge the same for all.
    But the fact that some locals expect a lower price, and be allowed to stay 10 in a room and bring their own cooking gear and cook in the rooms or be allowed to use the kitchen to cook on their own sometimes pisses me off O-|

    Well, if I got the patience I try to ask if they really think I spent millions on building a resort, just for their pleasure, or if they feel offended by the fact i did it to actually make a living out of it :D
