    They get them from the municipality where they live. As is the norm, many clerks and even office managers don't know the rules and regs of their own office, while others often "overlook" selected regulations. There are also "agents" who will get one for you.

    Send me a PM and I will share the source used here in Dumaguete. But of course it is from another city with a crooked mayor. Our Mayor in Dumaguete will never sign such a card.... again money talks and BS walks in other cities. Being very sensative to the poor older people and their benefits it really pisses me of that non citizen foreigners are getting these cards. It is like steeling from the elderly poor. On top of that the establishments giving 20 discounts to these sleezebags are suffering because many of them don't even make 20% on what they are selling. Who is going to pay the bill???? The Filipinos. Wrong!
    Try to get 20% discount at Casablanca and Gunther will tell you the law.
    OSCA in Dumaguete are re-informing the establishments in Dumaguete, and hopefully nobody can get the discounts any longer.... Deport theese low lifers!
    Requirements for the cards is..... Citizen of the Philippines, age 60 and maximum yearly income P 60,000 per YEAR!..that is P5000/per month, Any foreigner here with that kind of eaernings or pension?
    By the way...we can buy many things but that doesn't mean we have the right to use them..... I know of 100 different things we can buy but it is illegal to use them...no recourse as far as the origin. For example a Bomb a Canon! lol.

    Advise: Do not use the discount card...they will find you, and it will the time when the users need to by a comb and start the countdown and they don't serve good food. You only need a small short comb!

    ALL SENIOR CITIZEN DISCOUNT CARDS USED BY NON CITIZEN FOREIGNERS ARE ILLEGAL, AND It IS A VERY SERIOUS CRIME ACCORDING TO THE LAW IN PHILIPPINES!

    :D Like Charity, It starts at Home. I am not particularly bothered what the problem is here, Me, I mind my own business. If it involves me OK, I will do something about it. If some Foreigners use an Illegal card, then WOE betide them, if they get caught. I get the impression, we have a few Do Gooders here, that are not really interested in the Screw and be Screwed syndrome, they just want to stir up a problem WHEN! there is not, as far as I can see, A problem. Has this Hurt Anyone really? we (the Foreigner) get a larger price for most things, So maybe a little get your own back sometimes feel good. I am not condoning the Illegal use of the card BUT come on, what is good for the Goose, is good for the Gander. :wink:

    I must have missed it! I think I was given the 20% ++ increase card upon landing in Manila! :D

    In the past you claim that you care for the filipinos.... what happend????

    The LAW should be followed and lived by all the time.... Very Simple!

    Read the law and live by it is our obligation as visitors in Philippines.

    Holy Week is coming up soon and it reminds me of taking ADVANTAGE of a situation. As a young boy I worked for a farmer and around Easter I took 6 eggs from the chicken barn and gave to a poor neighbor. I can still feel the burning on my @ss..... Oh, did I learned something. Think about it!

    Hahaha. Spot on. Maybe the ACR card is also the 20% bonus card for all long noses.:smile:

    I agree that anyone using one of these cards improperly is being pretty dumb. If any foreigner needs a discount card just to get by on a day to day basis, then he is either living beyond his means, or living in the wrong country, and using one in a fixed-price establishment like a bar or restaurant is just stealing their profit. But Jack P. makes a good point in that we all at some stage like to think that we can gain an advantage. For a large purchase, like a motor-cycle for instance, from an outlet that isn't fixed price, we know that as a foreigner we are going to be quoted an over the odds price. Haggling and bargaining is all part and parcel of the deal until a compromise is reached; the buyer is happy with the purchase, the seller is happy with the profit and it's smiles all round. You don't need any discount card, legal or not, to do that. Sure, we're still going to pay a bit more than a local would, but it's not going to push us into the poor-house.

    But Benjamin, please, get off your soap-box, dismount from your high horse, start living and stop dictating; you could drive yourself into an early grave just by worrying about what others are, or are not, doing. You say that all should live by the law of the land. I agree, but we all know how frustrating it can be when those who enforce the law are selective on which laws they choose to enforce and are even more selective about who they enforce them upon.

    Yes, it's wholly wrong for any foreigner to have a discount card designed for Filipinos only, but don't be blind to the fact that the foreigner was only able to get the card because a Filipino broke the law in the first place by providing it.
