LOOK: Residents of Sibulan, San Jose, Bacong, Dauin, Zamboanguita and Siaton who need to enter to Dumaguete City to buy food and other essential goods from April 3-18 may secure a temporary safe pass upon arrival at a checkpoint in the city.
At the 11 checkpoints around the city, quarantine pass holders must present the passes issued by their local government, along with their driver's licenses.
In exchange, a safe pass will be given along with a claim stub for their driver's licenses.
Councilor Karissa Tolentino-Maxino said that residents outside Dumaguete may only enter the city at these days and times:
Tuesdays, 1-6 p.m.
Thursdays and Sundays, 7 a.m. to 12 p.m.
This is in partial compliance of the quarantine pass clustering system mandated in Governor Roel Degamo's EO 26.

Everywhere else it states no one can go out on a sunday but here it states we can,these people need get their act together on this stuff.

Advisory from Office of the Mayor Dumaguete City
please be advised that the city government will issue quarantine passes per household before FRIDAY.
These color-coded passes will be given to the 30 barangays so the officials/purok officers will distribute the passes to the households.
RED Monday 7AM -12PM
Thursday 1PM - 6PM
BLUE Tuesday 7AM - 12PM
Friday 1PM - 6PM
BLACK Wednesday 7AM - 12PM
Saturday 1PM -6PM
YELLOW for workers
There is no need for the people to go to the barangay halls or city hall.
Government workers can use their IDs thus there is no need for a pass.
Employees of essential business and entities such as public market, supermarket, grocery stores, convenience store, hospitals, clinics, gasoline stations, refilling stations, shipping companies, money transfer, water refilling stations, manufacturing or processing plant for basic food products, cargo handling, restaurants, food establishment, pharmacies, banks and financial institutions, money transfer, hardware and construction supplies, BPOs, public utility vehicle, power, energy, telecome, utilities and media) will have their own pass.
The heads of office or manager must write to the Office of the City Mayor indicating the names and number of workers of the company/entity.
Surrender your IDs and driver's license during checkpoints.
Always wear face masks and helmet with valid driver's license and vehicle registration thermal scan must be below 37.9 to be given entry.Thank you.-

Although not enforced at this time, the plan is to have the guards at all of the stores downtown check for a proper pass. When this is enforced, getting around the checkpoint will be a moot issue. In an emergency you can get through a checkpoint and receive a pass from them in exchange for your drivers license that will allow you to get into an establishment in town.

Depending on how long you already live in Dumaguete city or one of the bordering municipalities and have enough knowledge of side, back and rough roads to avoid the checkpoints, still easy to get downtown by using it, unless they frequently change the spots.
