The same in Queensland Australia, around 15 years ago, I called the Emergency 000 number when my neighbour choked and died on her lounge room floor in front of us. I connected to a Call Centre 1600km's away in Victoria and during the 10 minutes I was online with an operator I tried to tell her our location as I could hear sirens in the distance that sounded like they were lost. I was shocked when I was informed they were at the other end of the country and she apologised as she had no idea where I was so could not direct the Ambulance to our location any quicker! The lady died after 10 minutes without oxygen, there was nothing that the Ambulance personnel could do for her...
In Australia they have changed the way the Ambulances work, changed the way the Hospitals work, changed the way Doctors operate and work, I do not think all of the changes have been for the better, especially if you are on Welfare or Low Income as waiting lists have sometimes turned into years of waiting to be treated, and even the full Insurance covers no longer fully cover treatments.
