Although legally nothing has changed and the BI has not published any policy change, anecdotal evidence and community reports suggest enforcement has tightened increasingly ever since the end of 2023. Since then the Bureau of Immigration has become significantly stricter regarding foreigners who attempt to reside in the Philippines long-term using only a Temporary Visitor’s Visa (Tourist Visa). Increased Scrutiny: Long-term tourist visa holders are now subject to closer review, additional questioning, and potential watch-listing if their activities appear inconsistent with tourism, such as remote work or long-term living without proper documentation. Long-term applicants approaching the 36-month ceiling face heightened scrutiny and may be questioned on their continued tourist intent. I assume that the old 2 day visa-run to HongKong to reset the 3 year visa stretch will similarly cause a lot more questions now. I have not been on a tourist visa myself for several years now (13a hurray!) but the info may still be of use for those of you that still use the 9a (tourist) visa. It might be time to make a plan B.
