That was an issue with VPNs in the past but isn't much of one these days. I have noticed no drop in speed when using NordVPN for the last few years.

I have PLDT Fibr about two years now and it's had two longer outages (as far as I remember / noticed), for a day more or less in both instances, and a couple smaller ones (lets say less than 30 minutes). Not great, but since I don't run any servers that have to be reachable from the outside, I can live with that. Usually it's decent speed, I pay for 30 MBps and last time I checked got 30 down, 70 up (to a server in the Philippines).
Whenever they are down or just slow, I find my smart mobile to be a sufficient backup. Obviously this gets relatively expensive if you move huge amounts of data (might be worth to pause automatic downloads of updates etc), but otherwise, if you have good 4G coverage wherever you are it's close enough to a wired connection to not let me worry about a second line.-

I have my own home WiFi network setup to run my smart home/security system stuff (lights, motion sensors, security cameras, home automation, home media). Filproducts has never been the source of any issue I've had with that.

Ah, that's actually quite encouraging. The 1599 package is supposed to be 8Mbps, so if you're getting 6 to 7, that's not bad.
It's possible that our friends are paying for the slowest package and expecting too much. I'll ask what packages they're on.
In PLDT's case I had to get hold of the master router password in order to change the config to allow my wifi-connected devices to talk to my ethernet-connected devices (home media server), because PLDT lock that off for some bizarre reason. But if Filproducts don't mess with things in that way I shouldn't need it.-

Interesting - a number of friends say it's really slow. And I'm always seeing Filproducts vans around our neighbourhood which suggests things are going wrong a lot.
But thanks for replying. Does the router they gave you let you connect wired as well as wifi? And do they let you have the router master password (unlike PLDT)?-
