This info is a couple of years old but at that time I showed up at Cebu BI at exactly 12 noon. I got the forms, filled them out, gave them to the girl and the sign said "No Noon Break"

I then sat for a hour and watched every other person who came in, and filled out the same type of forms, and give them to the same girl, who put them on the same pile. When the hour was up she took the stack of forms to 'whoever' to work on them. By then mine was on the bottom. It was a long day.
