A week or so ago reconstruction of the North road has started, so when finished @least you will also notice as best as the roads on the south. Other parts of the highway beyond Sibulan to the north improvements are being made as well.

 

The budget has been approved and date of construction has been set so I guess finally the plan will now be put into action.

You are right about plans not coming into fruition and some politicians making tons of money out of these projects. We will see. I like to think about Negros Oriental getting more and more civilized with this new airport project.
