As far as I know there is now (actually since April or so) an exactly defined format (size / letter size etc) for the temporary plates and dealers are required to have these made for you once the registration is complete (at no additional cost). So there really is no need for taking care of this yourself.

When we bought the Wife's Yamaha MIO Scooter here in Dumaguete we were told a few months for the Plates. Asked each month, no go... Almost a year later we were told she would receive the Plates when she paid the Registration renewal. Sure enough, paid the Smoke Test took it in and viola! Number Plates were handed over by the Yamaha Dealer!

I am stating the obvious, but where inefficiency is endemic it is perhaps best to have less bureaucracy. But I do know the reasons for having lots of documents, some on special security paper and some adorned with ribbons; to keep people in jobs. The fact that many of those documents can be purchased forged, makes the overwhelming bureaucratic processes even more pointless. Time to look at what they do in more organised and efficient countries (for example, where you can buy a new car with the licence plate already on it and can actually drive it that very day!).
