    So, Where does it change? because people complain? not me. Comping is a waist of time.

    I have no idea of the numbers of bikes ridden here, but there seems to be thousands.

    Let's keep it simple, say there are 1,000 bike riders required to have legal helmets on the appointed date.

    When I was shopping for helmets, I estimated there were only about 100 helmets for sale in Dumaguete.

    Of course, all stores will stock up on helmets before the appointed date....................RIGHT ???????????????????????

    Your numbers are a little lacking. There are 3000+ motorcycles registered in Dumaguete. There are probably nearly as many unregistered motorcycles. Many have more than one person on them, so figure a bare minimum of 5000 helmets will be needed.

    There is a small business, which bought 5000 helmets already last year (with sticker)

    The influential Chinese which run Dumaguete will get you 100.000 in a few days if really needed.

    Yah, can't forget Dumaguete is the Motorcycle capital of the Philippines. That's why probably so much resistance because every1 here has a motorcycle, even many poorer families.

    But its not the norm to be only 1 person on a motorcycle. I'd say 80% have 2-4 people on them. Add in that the same law I think also bars very young children from riding also (not that it would be enforced either).

    I'm betting they will need an easy 9-10k helmets to if we plan to see noone without a helmet unless many stop riding their bike.

    actually I have seen 6 on a bike, 3 adults and 3 children, I am now waiting to see if that record can be broken by 7.........?

    You can see 7 any school day afternoon in Valencia. A couple of years ago there was one Habal2 driver who hauled 8 past our house every morning, 6 in a row, and one standing on each side.

    I have seen 6 adults, an undetermined number of chickens, (I could see 3 one our side) and a pig all on one motorcycle going past our house.

    In parts of Mindanao it is not uncommon to see 9 or 10 on a motorcycle. They put a plank across the seat, and balance 2-4 on the plank. They call it a "satellite", or a "spacelab".

    NSO office can give you stats on numbers of motorcycles registered in various areas
