Anything hard between your gourd and the concrete will greatly improve your chances of escaping head injuries in a crash. As a lifelong motorcyclist, my opinion is that the chin strap is the most important part of the helmet.
Don't matter how fancy or expensive your helmet is if it falls off your head in a crash.

I'm just waiting to see what they are going to do with the "Habal-Habal's".. After paying for gasoline these guys hardly have enough money left over to eat and are used extensively up here in the Bukid by passengers going from Sibulan up the Bukid and the same applies for the guys going from Dumaguete up to Valencia and there abouts. Who pays for 4 or 5 helmets required to make the trip. I spend a few afternoons sitting at my favourite watering hole in Sibulan near the PNP headquarters and would say even though some of the police had helmets on when the big boss's were here from Cebu that has faded away and now i would doubt if even 10% are wearing helmets, and if they are they are mainly bicycle helmets. Does some one know who is the agency that enforces traffic law's. Police or LTO, because if the police are supposed to be doing it they are breaking the law right from the get go.. and we know about the traffic enforcers, hard to apprehend someone when standing in the shade with 5 or 6 compatriots having a yack about who knows what..
I always wear a helmet when out on my bike and its not some local made crap, I have both a Caberg and a Nolan which are manufactured in Europe and pass regulations in Europe, North America and South America but no good here because they don't have the correct sticker. I guess i will be paying the fine as i refuse to wear any of the "p*ss Pots" manufactured here or the crap from China that could not be imported anywhere else in Asia or the rest of the world except here.
I also believe that it is a personal preference and a right to wear a helmet or not but the same being said i would not expect insurance to cover a head injury or a government hospital to foot the bill because my "Balls are Bigger than a Brass Monkey's" and i am to "Cool" to wear a helmet.

An attempt by the police in Negros Oriental to implement the “no helmet, no travel policy” beginning next week, was met with public outcry, and political intervention succeeded in overriding the plan.

The announcements of Sr. Supt. Edward Carranza, provincial director of the Philippine National Police and Roland Ramos, chief of the Land Transportation Office-Dumaguete District Office, to enforce the law on the wearing of helmets by motorcycle drivers and their riders were overturned when Negros Oriental Governor Roel Degamo on Thursday sought a “moratorium”.

Kind of silly but its how its done. You get a law passed aimed at saving peoples lives and being safe and people complain because of the inconvenience. I personally don't want to wear a helmet especially on short trips as I find them annoying but if it was enforced I would gladly do it as it makes sense. I guess in the end everyone is afraid of the impound lot being filled with 100's of motorcycles within 1 week if just a couple checkpoints were set up or LTO was allowed to ride around and look for law breakers. Of course if they did that they mise well enforce the front and tail light laws which would mean likely in the first week 500 motorcyles in the impound hehe.

There seems to be plenty of laws on the books that they do not enforce here now. They really do not need more laws not to chose not to enforce or more like enforcely "creatively" depending on who you are. Maybe the impound for dollars game is the issue. The number of bikes without tail lights and mirror is very high as anyone who travels at night knows, and I personally think it would be great if that was enforced.

While standing in the "basket only" line at Robinson market yesterday, the a couple rolled up with a cart, and five large bottles of water. The checker said something and they replied but did not move. Soon another cart was in line, and again the checker commented and this person moved to a new line. Then a man returned with harsh words for the checker for letting one person stay and another had to move (even though they sort of did this voluntarily by not fighting the issue). What does this have to do with helmets, well my thought is if you ignore, sand bag or just do not follow the orders of authorities here it seems like nothing happens. I am not sure if this is true of the police officers but was told by on expat he just acts like he does not hear them at the check points and does not make eye contact and just drives on...so far so good.

I was told there is only one rule of the road for survival and find it to be true: The bigger you are (Ceres Buses and Sugar Cane trucks that shake the road pavement) the more right of way you have, all the way down to the dogs, whose carcasses are left on the road.

Is there actually a law stating you cannot wear slippers while riding a bike or there is a fine of 1000p?
So if enforced, a family of say three would have to buy 3 helmets and 3 pairs of shoes or whatever, a couple of tail lights, and probably have to go and get a drivers license. Watch out for People Power Deaux or whatever the peoples revolt over Marcos was.

A friend was out riding 2 night's ago. He was wearing a helmet, shoes and all working lights but forgot his paperwork copies. I don't know the cost, but it was impounded.

That is just silly to think it would actually cause a real revolt! After all how are they supposed to get around to the rallies and protests since after all their MC is impounded!

Just another damm cash grab by those who man the roadblocks.... There is no infrastructure to show if the offender gas been caught 1,2 or 3 times. The pinoys will get caught, pay 10,15 or 20 pesos (cash to the LTO officer) and leave. Just another way to rob the public while giving nothing back in return..... Failure!!
