One of the problems with developing countries. New Road are being paved all the time and will need constant updating. A smartphone with several of the apps mentioned in this thread is likely your best choice. I believe Google adds roads based off of user's phone gps signals in some instances. Since most everyone has an android phone in this country that might be your best bet.
