hmm, never had an agent or any type of expidition fee. I guess I'm used to the old way of multiple trips, multiple docs, a lot of xerox copies of everything and following the list they gave me of needed documents. I did it all myself and took around 3-4 months to gather paperwork 4-6 to get approved once submitted.

I suppose....but I doubt the vast majority of people from areas at risk for Ebola are hopping on a plane to go much of anywhere. And Ebola isn't that easily spread. It is only transmitted through bodily fluids. What other deadly/life threatening diseases have such a short incubation period and can be spread through the air? The last several trips I have taken to the Philippines they have had thermal cameras looking at everyone coming off the plane looking for people with a temperature. That should catch the majority of people coming in with something.

We went through the front entrance, then took the elevator first floor, walked around on the veranda to the BoI office, did all the red tape, told to came back in 2 days time for interview,finger prints and photo, so we stayed in Cebu till then
. We have to go back in 3 months to collect my 13A

When you go to the NBI Office, they will finger print you and put you in their system, they will send you a little ways back up the road to the shop with some fixers who will log online for you and register you, you then go to LBC and pay the fee, return to the NBI Office and show your Receipt from LBC, we paid a fee to the NBI to speed the process up as we needed my clearance in a shorter period of time... The guy from the NBI will then text you when your clearance is ready to be picked up. The NBI/ Fixers and LBC are all within walking distance of each other or there are tricycles often doing the rounds who can take you to the LBC out on the main road and back again once you are done with your payment...

It really all depends on the Requirements asked for and being all there when you apply.
You should really not leave the country during this time as you need to be present for Your Interview & then the Bio taking. Having said this, it depends if you go alone or use an Agency
Just as a note mine took 28 days which was 4 days over my extension date so I had to extend 1 month
they say you need at least 20 days extension on your Passport when applying which would leave you to believe it should take 20 days But....................

It should take about 4/5 Weeks but that depends on you having all the Requirements, Once you have submitted it should be 30 days but again, This depends on Manila and the Holidays they take. When I did mine in Spain in 2009 it was only 22 Days But...................
Things Change and at at this time I would look at 3 months
