Here for those with pre existing conditions I noticed the following;
Caritas Health Shield Insurance Premium and Coverage
- Expanded PRIME Plus Healthcare Program
A value for money plan which extends sufficient health cover for the insured and family members and also protects from premium increases over a 5 year pay plan. With a guaranteed 5% increment from the 7th or 11th year onwards, this affordable scheme covers pre existing illnesses and provides additional health benefits during the expanded period of coverage.

This is their PRODUCTS PACKAGE:

But I noticed that the products mentioned in the above link do not match up in namesake with this following link...
Caritas Health Shield, Inc. Proposal
...........................................................
Attached is a .pdf quote for coverage, you will need something like Adobe Acrobat installed to read the .pdf (free download via a google search)
I 'assumed' Ultra 2+1 is for 2x Adults and 1x Child, (although I could be on another planet with that line of thinking) but I went for it anyways to try and obtain a quote to share here so others may gain an idea/alternative to Philhealth...

Normally the insurance company will demand an examination (at the applicant's expense) to be performed by a doctor who is approved by the company to do such examinations.
They'll also demand that the applicant fills out a form declaring all of their medical history.
The decision on your insurance application will be subject to these.
So no, it's not a "trick", it is pretty much straight forward.
Of course, if you have a pre-existing condition that might effect many other things regarding future illnesses, for example if you have diabetes at the time of the application which may cause other complications going forward, then they won't refuse to pay if you suffer a broken leg, but developing a heart disease might be a problem then, in terms of the insurance.- Agree x 1

Try Blue Cross - west of Silliman Hospital and very near the intersection at the highway on the south side of the road (just up the road from SUMC). They are probably the only insurance company other than PhilHealth that covers you past the age of 65yo. Policy premiums appear to vary depending on how much coverage you want.
I'm not with them-but did stop by and talk to them once- Thanks x 1

HOWEVER, I did discuss this exact problem with the finance manager at Silliman and she recommended Caritas Insurance as the one Silliman prefers that their customers have. She said the best insurance was group insurance and we may be able to get this if someone organizes a group (perhaps the Dumaguete Expats Forum Group?) and arranges for group insurance.- Like x 1
