As with anything done by the gubmint. They are too large and unwieldy to actually do anything efficiently. Look at the affordable care act. Both Democrap and Republicant (my interpretation) politicians finally agree on one thing anyway - the high cost of the premiums for people - and are trying to do something to control the out of control costs for their constituents... or so they are saying out of both sides of their faces.
That's no true. If you qualify and need them and they are on the VA OPC Manila formulary of Meds you can get them here in PI and have them sent via courier to your home address too! I do. Just have to go every 6 months to VA OPC Manila and pee in a bottle to prove you use them.
If it is being sent to you through the mail yeah, don't expect to go to a local Pharmacy and pick up a prescription without the proper prescription. I'd be curious what the PDEA would say if you were caught with these drugs without the proper prescription from a Filipino doctor. The VA must have some sort of agreement with the Philippine government or else they have doctors here that are properly licensed and writing prescriptions for vets.

Yes for now. They have changed their mind a couple of times but for now they are paying for transportation. In my case I am rated 100% permanently disabled and have the need for Aid and attendance so they pay for both of us to travel to VA OPC Manila. They also reimburse for C&P appointments also as far as I know. They have tried to discontinue the reimbursements but ran into a whole lot of disgruntled Veterans who raised holy heck through the veterans service groups here and stateside like VFW, DAV, VVA, AL etc. so they relented and reinstated reimbursement for travel. Don't know how long it will last but my last VA visit was reimbursed (sent electronically to my account).
Yes they do. You are correct to get these meds through the Philippine system is next to impossible. You need to find a Doctor who can prescribe them first (easier said than done as very few have the privilege) and get the prescription in triplicate and then find a pharmacy that actually has the meds (again next to impossible). Most Pharmacies will not be allowed to have or issue them but sometimes the main hospital in an area will have the meds in their Pharmacy under lock and key(if you are lucky). F.Y.I. - If you find a Physician who can prescribe the meds they will know where they can be gotten also. That's a big IF! Also note: to be able to get the Meds through the VA they have to be prescribed by your Primary care provider at the VA. Nobody else can prescribe them for you even your private physician.
